If they were to stop doing so, Israel would have to do so on it’s own, as the US fleets already have their hands full containing the Yemenis. Fifty ships might be beyond Israel’s capability to control, and would force them either to overtly attack the flotilla… or allow it through.

But i don’t see that by itself scale easily to national or even global level.

Modern-day empires - such as the US and the USSR - has essentially pushed the limits of hierarchical organising as far as it can go. Hierarchical organising has a practical complexity limit - non-hierarchical organising - in theory, at least - has no such limit. It can be infinitely complex. And, unlike hierarchical organising, the more complex it becomes, the more resilient it becomes.

Therefore, I don’t really take the whole “scale” issue seriously at all.
