They feel they are owed more than a loyal partner and kids. They feel civilians deserve to obey laws, otherwise they are as good as dead. If law becomes the cudgel, then the punishing should never cease.
Being a “coward” is praxis for them, for they are punishers, not the heros.
Yes, they are aware they are villains, and they enjoy every second of it.
