It emerges whenever a system has feedback loops that convert efficiency gains into expanded use. Rigid, conservation-oriented planning may suppress it… but flexible, growth-driven planning may just reproduce it in administrative form. It’s relatively rare for humans to not want the next generation to have more than they did, so I wouldn’t count on that happening.
