Exterminatus isn’t the only way they bomb planets though. There is a good Warhammer horror novel on some of the shit they do and how quickly they recover a planet for economic and agricultural gain.

Tera not only has fallen on its streets. There is a genesteeler cult. It’s a great showing of how bad the imperium is at doing its job.

This absolutely doesn’t apply to 40K. They will bomb a planet based on a hunch. Maybe they are heretics.
