It’s probably most effective at this point to add systemd.log_level=debug systemd.log_target=kmsg to the kernel boot options to ferret out what’s creating it then go from there

It is 100% more effective to move to a nosystemd distribution.

Installing XLibre has fixed Screen Tearing and input lag which has been a plague on XOrg for years.

Would a government choose Fedora rather than Red Hat?

Better neither, The Red hat owner IBM has given trump millions and bowed to anti DEI policys.

Debian or Debian based is a far better choice.
