I once paid 8 fucking bucks to use a cart at an airport. They give you a quarter back for returning it. I feel like they misunderstood the meaning of “deposit” but whatever, I absolutely did not return that shit and hopefully someone else saved 8 bucks.
Kinda sounds like the people around you are a problem. In my area, most places are paid but even the free ones don’t have carts just left around. They’re often lazily put in the shelter thing but they’re in there.

That’s just forced incentive to take it back.
And it works. I’ve never seen an Aldi with a parking lot strewn with carts.
