That’s an expanding insulation foam you can buy in a spray can. Great Stuff™ is a popular brand. Notably it cannot be cleaned away with chemicals. It must be removed with abrasion.
+1 for expanding insulation foam that what it is. can’t recommend any brands though that’ll work sure that good enough(assuming no access to battery reciprocating saw)
I think more important than the specific brand is the purpose of the foam because they come in all sorts of variants based on where you are supposed to spray them. I’d imagine that a saboteur would want one thats more sticky and viscous than expanding.
