“The only fascist state in the setting” um, what? I don’t think there is a non-fascist state in the Grimdark except for the ancient races which are psychic and/or networked non-hierarchical hiveminds but even then they seem to occasionally create a commander.
While it is an interesting discussion to have about if certain places that claimed to be communist/democratic/whatever actually being so or whatnot, I will still stand by my statement that communism can be paired with authoritarianism, and there have at least been some countries that claimed to be communist that were quite authoritarian.
Needs some reading up on political theory to understand, which is a dry subject matter. So the social sites have people calling even monarchies fascism, but it ain’t the same.

I was always under the impression the Tau were communists, not fascists. The real fascists are the Imperium of Man.
At a distance they sound communist, but the rigid caste system and ruling class make it very authoritarian.

Anything with a supreme unquestionable leader is indistinguishable from fascism.
Fascism is a type of dictatorship. That means not all dictatorships are fascist.
