For people already in the deep end. Its opinionated and does a lot of things for you to manage higher end consumer hardware (stuff you could manage yourself and learn how it works). For people who are a Windows native and are fleeing W11, it gets my recomendation as in Linux land it pretty close to “It just works”.
My understanding is that it’s fallen somewhat behind with the recent focus on cosmic desktop, and therefore should be avoided at least until they’re done working on the desktop.
Not PopOS, no.

Flatpack updates fails often and you have to remove or reinstall some package from command line often. I dropped it because of this
